Can my Mesa IIB be converted to a IIC + ?

Sort of. You have the base stuff in the amp (same chassis layout, power amp, eq, transformer, power supply and wiring) but the preamp is different enough to be more than a tweak or easy rewire. And that's because of the preamp PCB. So to convert, you'll have to either find or make a iic+ preamp PCB, or build the circuit up by hacking up the iib PCB. Either are possible but not necessarily easily implemented.
 
It's the lack of RP 10/11 preamp boards, the 10 being the 2C board that can be upgraded and the 11 from the production C+. About 6 yrs ago, I found a 2C S combo and sent it plus my 2B Coli to Mike, who swapped the 2C board into the Coli and upgraded it.
That might be your only option; IF there are any 2Cs left out there.
