Anyone know why the power amp is working, but the pre-amp section is not communicating with the power section??

Not communicating or no power to preamp? See Renegade thread. If I were you I'd swap the Phase Inverter tube for starters. If not that or a bad fuse it is probably time to take it to a tech.
