Problem with Egnater Rebel-20 amp

I have an early model Rebel-20 and matching 1x12 cab that I bought when it first came out 14-15 years ago. Just a practice amp for me, never left the house and cosmetically in Mint shape. Retubed with nice aftermarket tubes soon after I bought it. About 6 months ago it started to make loud pops and scratchy sounds whether or not I was playing - makes playing impossible. Replaced the easy stuff - guitar cord, all the tubes - but no change. EL-84 and 6V6 sides have the same problem.

I live in the Denver area and can't find any amp repair shops within driving distance. My question is what would you recommend I do? I'm concerned that a repair will probably cost more than just buying a new practice amp like a Fender LT25 Mustang.

- Send out of town for a repair ($300+?)
- Sell with the matching cab for a song on Craigslist or somewhere else (What do you think it would be worth? Nothing? $50? more?)
- Keep as a boat anchor

I'd also try cleaning the FX loop jacks. Spray Deoxit D5 on a guitar jack, and insert it a few times into the send and return. Do that a handful of times to see if it fixes it. Only use Deoxit D5 or equivalent electrical contact cleaner, though.
 
Thanks Code. Just ordered the D5 from Amazon and will give that a try. Failing that I may undertake cap replacement and possibly the power transformer too.
