Any way to purchase an Egnater M4 in Canada ?

Howdy I heard that for some reason you can't purchase a new Egnater M4 outside of the USA . Is this true , and if so why ? And if not , does anyone know where one could purchase a new one ( since I can't find a used one )

if you ship from usa -> canada, use usps..
if you ship from canada -> usa, use canadapost..
