Amps count as “gear” and are the same as guitars and basses.
The only way that would change is if they sell it under a different category for some reason and there’s a different percentage under that category, such as art.

Yes. I usually wait to list something until Ebay has a special going on with eitheir heavily discounted or zero seller fees which would apply to the item I am listing.
