Yes. The GT-8 can output program changes. I don't think you'll be able to change stompbox style with CC's, but you will be able to program each patch for whatever channel you want.
Just make sure you know which midi channel your rm100 is set to and pick a patch on the gt-8. Go into the midi menu, and choose what PC is correct. I don't know if the RM100 works on PC 0-2 or 1-3.
