Does this look right? VH4 content

Amp's an '07. Went to do a tube change and noticed this bubbling on the top of these 3 electrolytic caps.
Can't think of a good reason why they'd look like that.
Amp's been used on a frequent basis. Hasnt sat around at all.
Maybe Peter can chime in.

Mine has that too and I remember seeing a thread on here a while back with Peter saying it is normal.
