And further, what they have been getting at and working towards is redefining pedophilia as a sexual orientation and "normalize" it - like the current introduction of the "MAPs" term instead of "pedophile".

That is still broad. Page 22 goes in to it much deeper, but it is not implying free range of sex with any age person you want.
It seems to be much more focused on protecting the rights of an underaged person more so than enabling others to prey on them

So something that has been going on recently is we have been seeing a push to give power to adolescents in which if they give consent then sex with a person of any age should be considered "ok" which works in conjunction with what you see in the above. If P is now added to the string of LGBTQetc, these people can't be witheld from expressing and acting on their sexual orientation is what this is moving towards.
