I am guessing it's 75's that aren't filling things out. How can I see if they are out of phase? Anyone have a wiring schematic? It's an older 16 ohm cab.

take a speaker cable plug it into the cabinet. touch a nine volt battery to the cable one terminal tip one terminal sleeve. look closely at the speakers with the grill off. all of the speakers should move in the same direction.
NOTE: I use a 9 volt battery to test phase, and when I touch the speaker to it, I only make a momentary connection - only long enough for me to see which direction that the speaker(s) move. Do not apply more voltage or power to a speaker in this fashion when testing phase. Speakers were not made to operate with a constant voltage applied to them - don't do this any more often than necessary. 9 volts should not hurt anything (many high end systems pump 50 or more volts into the speakers, however, it is alternating, causing the speaker to move in and out, not just one way).
