rebel 30 el84 side dead?? ZERO voltage at bias test point?

my el84 tubes where going microphonic (think thats the term?) The amp was hissing and buzzing and when i tapped the el84 tubes the amp would go nuts. before i replaced the el84 tubes i checked the bias for interest sake. 6v6 bias was 40mv as per spec and the crapped out el84 tubes where at 80mv!! i dialed the el84s back with the adjuster pot to 40mv with no problems (stilling hissing). the next day i put a matched set of new el84 tubes in and the reading at the bias test point for the el84's is now ZERO (maybe 1 mv)? i have whisper quite guitar tones coming from the el84 side? 6v6 side sounds better than ever!! all the hissing is gone!

Any ideas? anyone got a wiring diagram? I emailed egnater, just waiting to hear back. (note: i have several matched sets of el84 tubes kicking around, plus the old ones i took out...nothing works in the el84 side? its pretty much dead.) if i crank up the el84 bias pot i do get a little volume out of them, buts all distorted.
 
I found a wiring diagram and been brushing up on my tube amp theory. these are the el84 tube measurements i got, but still little to no guitar volume on el84 side??? : pin 7 plate voltage 373v....pin 9 screen volts is 363v...pin 2 1st grid is -36volts... And at the bias test point i still ZERO mv? Just noticed the 315ma fuse looks half cooked and has 1ohm resistance across it? thought fuses just normally blow? will change fues and try that.
 
1 ohm means nothing, check for continuity and get a beep on your meter will tell you it at least if voltage flows thru but not amps.
Check all fuses this way.
A bad tube seems possible , caused a short.
