If I use the speaker out on the SL67 to the PS100 to use the effects loop then to a cabinet ,can I use the other speaker out to a cabinet to use as a dry cabinet ?

Yes sure. Just set the impedance correctly for the total load of the PS100 and the other cab and you're good.

Yep!

Your amp will see the PS100 as a cabinet. The reactive load inside the Fryette is the first thing your amp sees. Everything in the PS100 after that is invisible to your amp. Just be sure to use the correct impedance.

If you're using the PS100 in parallel with a 16 ohm cab, set the PS100's amp input for 16 ohms and use the amp's 8 ohm out jacks.
If you're using the PS100 in parallel with an 8 ohm cab, set the PS100's amp input for 8 ohms and use the amp's 4 ohm out jacks.

Thanks-- I thought it would work but I thought I would ask. If I ever get a free moment I'll give it a shot.
