Tweaker 15 head weird power tube smell even with new tubes?

Recently noticed that only one of the power tubes was lit up. Everything sounded pretty much the same. No huge issues noted. I bought a new matched set of ruby 6v6gtstr tubes and now they both light up and glow orange but literally the amp is dead quiet and when turning up the master + gain, you can barely hear it. It also has a strange burning smell like plastic or whatnot, and one of the tubes gets ridiculously hot. I've tried them one at a time, and in each spot, and one tube is definitely not a good one, and gets extremely hot. The other tube gets warm like it should, and with it installed alone, the amp sounds weak and not 'all there'. I just ordered a new set of JJ 6l6GC's and am hoping that this is just a bad power tube set from ruby tubes. Anyone have any similar experience with a bad smell + no volume? Is that as simple as it sounds - 1 bad power tube?

Anything else I should consider? The cab, wiring, speaker, everything other than the head checks out perfect.

Bad tube no doubt. Were the old ones bad? If not, put them back in to verify all is still ok.
 
the old tubes - only 1 of them lit up... but the volume was a bit louder. The smell is still there on the working tube actually now that I just reverted to the old set. Could it overheating as well b/c only one is working and lit?
I'm kinda new to the swapping of tubes. I can't imagine I'm doing anything wrong. I've had fender amps (hot rod deluxe + deluxe reverb) all my life, and never had any problems with the tubes or anything. very strange.

Try the rubystrs in your fender. If same symptoms, get YOUR money back!! Infant mortality is common in today's vacuum tubes..
 
If it's the same tube all the tube socket I'd start there and take some voltage measurements.
