what tubes are safe to put in a tweaker.

In short, it depends on which Tweaker you are talking about.
Tweaker 15:
2 x 6V6 Power Tubes
3 x 12AX7 Pre-amp Tubes
Tweaker 40:
2 x 6L6 Power Tubes
3 x 12AX7 Pre-amp Tubes
Tweaker 88:
2 x KT-88
4 x 12AX7
Other tubes will work, and Tweaker 15 is cathode bias, while the 40 and 88 are fixed bias and will require setting/adjustment when changing tubes.
