Can the Herbert power the older style Ground Control(not the pro) through a 5 pin Midi cable?

It works on the pro. I don't see why it wouldn't on that particular model.

Yeah it totally works with it (when I had a herbert) I prefer the smaller ones so I have two, one for the VH4 and one for the VH4S. Same basic features just nice and tidy
