As a former vehicle safety inspector I cannot say I am surprised. Imagine having a government job that pays ZERO but you face fines and imprisonment if you screw things up. I would pass your vehicle for a $20 bill casually left in the console as my "tip" unless I thought you were a rat. Emissions and safety inspections are a way to screw poor people. Literal net effect on "safety" was next to nothing.
After running a thousand safety inspections I can say with authority there was maybe two vehicles that legitimately didn't belong on the road due to a lack of brakes or serious steering issues. I failed plenty of vehicles mostly for dumb stuff like a missing taillight or lack of mudflaps on your dually. I would always shake down the jerks who glared at me through the shop windows before we opened expecting me to step and fetch it. If you knew all the rules you could find something wrong. "Your gas cap is bad" LOL!!! It actually cost me money to do them since I could've been performing other services that paid commission.

I love how the dumb cops in the article are dead serious about it. Meatheads. This is just a classic case of retarded big government meaning well but actually just screwing everyone more in the process. No more safety inspections starting next year, hell yeah. The inspector-inspector (read: paid gov worker) told my old co-worker "you need to call your congressman and tell them that's how you make your living!". My former co worker told him he wasn't calling anyone and that's how YOU make your living, not us, LOL.
So anyways, if you are in TX and your car don't pass, well, Ben Franklin says everything passes. Just a heads up on a hot tip to my TX homies at rig talk.
