What does this mean? Your car can fail an inspection for having enough rust?

I lived in western mass in the late 80s to early 90s.
All due to some bat crazy pussy that i was hooked on.

I can't say these kind of regulations attract me to a state like Mass. Glad TX is mostly doing away with them. I feel like it's mostly a tax on poor people. Kinda like cig taxes, you just screw over the lowest among us.
