fomenting is bad, but it's instigation not action; enabling the invasion is much worse IMO.

you can foment with words, but enabling the invasion takes action or inaction as in not enforcing borders / sovereignty, providing funding for food, shelter and medicine from public funds, not deporting invaders, etc.).

Either way, the illegal immigrants are just doing what they do, and directing anger or resentment at them instead of the people responsible for them being here is exactly what the rulers want.
 
I'm guessing the usual suspects. The intel agencies get off-the-book operatives and cover for false flags; Corporations get cheap labor; Government gets an indebted population at their disposal to do as they wish — like for example reconstitute the armed forces and/or domestic "law enforcement" and (obviously) make permanent the war-mongering uniparty.
