Can someone explain the 8 ohms better than 16 ohms thing a bit?

16 to 8 flows more energy, more potential to red plate. 8 to 16 gets dangerous for arcing / flyback if you crank it too much.
So can I assume that the biggest risk, whether 8 to 16 or 16 to 8, is when amps are getting cranked? IE moderate/practice volumes aren't exacerbating a mismatch as much as a cranked amp?
