Behringer is pulling a tactic they used when they copied the entire Boss line of pedals last year:
-introduce pedal designs at NAMM that look nearly identical to Boss, pedal for pedal
-people see them, realize what they're clones of
-some people react in horror, others in gratitude
-Boss says "ok now stop it" and Behringer conveniently immediately has a new look ready for ALL the pedals
So what I'm guessing is this: they test the waters before they release the products themselves and have backup cosmetics and/or names. If someone threatens to sue, they say "ok, fine, we'll play nice" and then they change. But by then it's too late because all the dealers who attended NAMM, and everyone following NAMM, knows what they're clones of.
That's their plan.

I'd say it's a fair assumption, though, considering Behringer's Tech 21 copy is almost identical to the real thing (costmetics and workmanship withstanding, of course). Mine sounds pretty good for a $90 practice amp
