Normally the power-tube will take the screen resistor with it when it fails.

No, It wouldn't have any effect on the PP pot. Could also have a failed cathode resistor though... It's something simple.
If you're in the U.S., send it to Trace at Voodoo. If you're in the UK - see if Martin Kidd at Cornford will fix it for you. He's a really cool guy, and has probably forgotten more about amps than most.
