alright, you have 400 euros.... and the computer yo have, is it decent? is it a Mac or a PC?
but I'll recommend you some stuff:
If you have a MAc, you already have a "decent" DAW (Digital audio workstation) a daw is a sequencer and that lets you record/mix/master in it. In other words, is a "software mixing console".
Now, you need an interface; and an interface is basically a sound card (but not like the cheap ass soundcards that normally come inside the PC, this ones are more powerful andm ost of the times have preamplifiers inside to amplify, the electrical signal that that comes from a mic/instrument.
Now I won't get more technical than that, so let go into suggestions:
The interface you'll get will be affected by the DAW you want/can use. For examplo, PRO TOOLS which I'm sure you've at least heard before -the name that is-, is the "industry standard"...... and IT IS a great DAW, but a little limiting because you can only use an interface made by Digidesign, which is the company that owns PRO TOOLS software.
Now there are some other GREAT DAWs, like: Logic Pro (Apple), Digital Performer (MOTU), Cubase/
Nuendo (Steinberg), and some other. With all these you can pretty much use any interface you want that's not Digidesign.
Now, what's cool about digidesign is that once you buy an interface, the software's free. Same with Motu hardware.

I have an M-audio Firewire Solo for my "proTools needs" but I use mostly Logic with a Metric Halo interface (but that's out of your price range)
