In a way you're both right... sort of.

Only admin can change a name directly; this is something I'm assuming based on experience running other forums, but it's a logical guess.

As for a member, in one's account one can change one's user name, but before it can take effect it needs to be assessed in an approval queue. Only if a mod gives it the tick will it take effect.

So you see, we can approve, but cannot alter a name directly.
