You ever been to China? My first trip was early 90s and ended up going back a couple dozen times.
Spent a lot of weeks all around the Shenzhen region as well as up around Ningbo and Nanjing.
A brief stay in Fuzhou too - that was.... different.

yes, a few times and still have a few years on my 10-year visa

They were smart and had the new major cities developed around mostly new areas
so they didn't have to worry about wiping out centuries old infrastructures like here in the US.

Most of modern Hong Kong sprung up on an island!

The government is more than capable of fixing their own stuff. They just don't trust your buddy, PFC Gomer Pyle, to do the job properly . And with very good reason.
