Why is the Herbert 180 watts?

So with 6L6s, the Herbert is as powerful as a Triple Rectifier? What if you put EL34s in the TR? Is it then 180 watts like the Herbert or is it a different design?

Also, I would think 6L6s would have more wattage, since they can go louder without distorting as much, or am I misinformed?
 
As far as I now, the more powerfull tube is the EL34. It´s only the different characteristic of the tube that produces the sound.

EL34 - 25W
6L6GC - 30W
6550 - 35W
kt88 groove tubes claim there's can produse 50watts
