Yep exactly. The conservationists blew a gasket over the spotted Owl and stopped controlled burns in exchange for epic out of control forest fires. Now every summer we choke on smoke in Oregon.It's political.
I'm sorry for those who are suffering in Cali now; but there are many who voted for this, and will continue to do so.
The elected politicians, government agencies and bureaucrats are elected and paid to manage the state. Decades of demoncrats in charge and DIE policies supported by a majority of California voters in the coastal cities have consequences.
Fact: most of the land area of California is not demoncrat; it's the coastal cities with high populations that keep the state blue.
The demoncrats in charge of the coastal cities, counties and the state also refuse to allow the state to be split into two states. The New California movement has been trying to do this through legal means for over a decade.
Look back in our history, there are many examples of states splitting into more than one state; there is a legal process and precedent to do this, but the demoncrats in charge of Cali, and Oregon, won't allow it.

Having said that, I'm not sure what firefighters can do if they have no water to fight the fire with though. I think that's really the root of the problem. Does any city in the world have enough water to fight huge urban fire? Certainly places with some water scarcity like Sydney or LA would struggle.

There would never be enough water pressure to fight a fire that hit a large concentrated area at once.
