There are “ acceptable” amounts of damn near everything. A certain PPM number of fecal matter is “ acceptable “. Same is true for fluoride. I should add that in addition to the health concerns there is controversy because the fluoride added to the water supply is an industrial by-product that if not purchased as an additive it would otherwise cost money to dispose of.
