Big surprise. The government has screwed over the people of appalachia as a matter of routine for decades and decades.

On the other hand, if you live deep in the mountains of rural NC and ddin't do some preparing and now want FEMA to bail you out you are pretty much a part of the problem as well. People need to stop expecting the gov to fix stuff when things go wrong. That has the same effect as pissing up a rope.
