I think most of them were willfully ignorant, cowards, weak minded, line-towers, and bandwagoners. They took it cause they were told to, or would lose their job, or lose family/social standing. Coercion and fear tactics worked well against most people. Surely they will all readily accept the mark of the beast when they are told it is the only way forward.
