True, but until insurance is required, the tax payer is left holding the bag, which, in turn, means the government sees it as a money drain, therefore safety made law, helps the government save money, even though it just goes out another hole in the bucket...

But, but, but, insurance is required. I guess that varies by state? It's a law in Illinois to have at least liability insurance on your motor vehicle.
