It does appear to contain a sort of circular logic. One doesn’t have the holy spirit without belief, and one doesn’t believe without the holy spirit:

John 16:13-14​

13 Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come.​

"I believe in the holy spirit, the Lord, and giver of life who proceedeth from the father, who with the father and son together is worshipped and glorified."

What is ‘blaspheming’ the holy spirit though?

Continued rejection of Christ and assigning to him blasphemy and deceit. What the pharisees did.

It kind of falls outside those normal sins considered to be "passions" which are basically personal misgivings like lust, acquisitiveness, etc
